One practical quirk is worth knowing. The EPSS is designed for non-intrusive installation: it does not have to be pulled from its slot even when the -50 V supply is absent. That makes it convenient during maintenance, but it also means the card's mere presence in the rack does not guarantee it is actively producing an output at any given moment.
Confirm the -50 V feed before replacing the EPSS
Because this card is a converter, a missing -12 V rail is exactly the symptom you would see if its input were gone — and that input can be missing for reasons that have nothing to do with the card. Diagnose in this order:

Check the -50 V input first. If the -50 V bus is not present, the EPSS cannot produce -12 V no matter how healthy it is. Trace the -50 V source before assuming the regulator has failed.

Confirm the panel actually relies on this card for -12 V. Since the EPSS is only used where no independent -12 V source exists, verify how your particular cabinet is configured; a -12 V reading elsewhere does not necessarily pass through this card.

Reseat and clean the edge connector. Oxidized edge fingers and a loose rack seat are a leading cause of intermittent rail problems on IC3600 cards. Clean and reseat before condemning the board.

Then measure output against input. With a good -50 V input confirmed and the connector clean, an output that is still absent or out of tolerance finally points to the EPSS itself.
Following this order avoids the classic mistake of swapping the regulator when the real issue is an upstream -50 V fault.
