The IC3600EPSC1B is an inverter drive card from the IC3600EPS group of the GE Speedtronic Mark I / Mark II turbine control system — the oldest Speedtronic generation, built on discrete analog, through-hole plug-in cards. The EPS group is not a single sealed power brick; it is the panel's distributed DC power-supply and regulation subsystem, spread across several cards that generate and condition the rails the rest of the IC3600 rack runs on. The most common mistake on an early Speedtronic power supply is condemning the drive card when the real problem is elsewhere in the chain. Work through the inexpensive checks first:

Confirm the incoming supply. If several rack cards misbehave or drop out together, that looks like a failed drive card but is far more often a missing or low input bus. Measure the supply feeding the EPS group before touching the EPSC.

Reseat and clean the edge connector. IC3600 cards plug into the rack on a gold edge connector. Oxidized or contaminated fingers and a loose seat produce intermittent, load-dependent faults that mimic a dead board. Re-seat the card, inspect and clean the edge and the mating rack connector, then retest before deciding.

Check the EPSU / EPSV pair. Because the primary supply control and its pulse source sit right beside the drive function, a starved or missing drive signal can originate there. Verify those companions before assuming the EPSC itself has failed.

Measure the rails at the rack. If the upstream bus is present but the regulated outputs are wrong or absent, the supply and drive cards are implicated. If the input bus itself is missing, look further upstream to the source, fuses and wiring rather than to the card.
Only after the input, the connector and the companion cards check out should the EPSC1B be treated as the failed item. Swapping blind on a legacy panel wastes a scarce spare and leaves the real fault in service.
Reading the IC3600EPSC1B part number
GE's IC3600 numbering is read in blocks. IC3600 is the Mark I / Mark II Speedtronic printed-circuit card series. The letters that follow — here EPS — identify the functional group (the power-supply and regulation subsystem), and the next letter, C, identifies the specific card type within that group (the inverter-drive variant, distinct from the D, S, W, U, V and Y cards). The trailing characters, 1B, denote the revision or dash variant of that card. Treat the full string, including the suffix, as the thing to match: an EPSC of a different dash number may not be interchangeable.
